What happens when a young uninsured adult has to go to the hospital but can't pay?

That's basically a social tax on everyone who does have health insurance, and it ultimately raises the cost of hospital care and insurance premiums. other then a mandate, how else can we eliminate the irresponsible from leaving the tab for the responsible people to pay?
