Is US Speaker Boehner sending mix messages, regarding the US involvement with NATO in Libya?

The president needs to consult others before undertaking anymore use of our military and weapons especially in long term use. Do we really need a president who gets involved in country after country? Haven't we had enough of that between Bush and Obama?
